Ernesto ritorna dalla prigionia in Germania, alla fine della Seconda Guerra mondiale. E' solo, la casa distrutta, la mamma morta, la sorella scomparsa. La ritrova in un bordello, durante la colluttazione che nasce con lo sfruttatore la ragazza rimane uccisa e l'uomo viene spinto da Ernesto nella tromba delle scale. Ferito e inseguito dalla polizia si rifugia in casa di una prostituta che è a capo di una banda di rapinatori. Diventa amante della donna e capo della banda, ma il ricavato delle imprese lo elargisce in atti benefici che i compagni disapprovano. Un giorno, mentre con assalta una macchina con i complici, Ernesto viene denunciato alla polizia dalla stessa prostituta che vuole vendicarsi di una offesa subita. Potrebbe salvarsi, ma rinuncia a mettersi in salvo per portare a casa la bambina di un suo ex compagno che si trovava nella macchina assalita. Non rispondendo all'alt intimatogli dagli agenti, viene colpito a morte dagli stessi.

The location: Nazi occupied Rome. As Rome is classified an open city, most Romans can wander the streets without fear of the city being bombed or them being killed in the process. But life for Romans is still difficult with the Nazi occupation as there is a curfew, basic foods are rationed, and the Nazis are still searching for those working for the resistance and will go to any length to quash those in the resistance and anyone providing them with assistance. War worn widowed mother Pina is about to get married to her next door neighbor Francesco. Despite their situation - Pina being pregnant, and Francesco being an atheist - Pina and Francesco will be wed by Catholic priest Don Pietro Pelligrini. The day before the wedding, Francesco's friend, Giorgio Manfredi, who Pina has never met, comes looking for Francesco as he, working for the resistance, needs a place to hide out. For his latest mission, Giorgio also requests the assistance of Don Pietro, who is more than willing as he sees such work as being in the name of God. Don Pietro's position also provides him with access to where others are not able. Giorgio's girlfriend, Marina, a cabaret performer, doesn't even know where Giorgio is in hiding. Both Pina and Marina take measures to improve their lives under this difficult situation, those actions in combination which have tragic consequences.

A rowdy woman is so forceful that she outdoes her husband in a loud cry against speculators who refuse poor people entrance to a block of new apartments, built after WW2. Bombolini is a fairly worthless drunk in the small Italian town of Santa Vittoria in the closing days of World War II. When word comes that the Fascist government has surrendered, he climbs a water tower to tear down the flag. He can't get down and someone gets the crowd to chant his name to give him confidence. The Fascist town council hears this and believes that he is the town's new leader. They surrender to him and make him the new mayor. He rises to the occasion and when he finds that the Germans plan to occupy his town and take their wine (over a million bottles) he works out a plan to hide it.
