A young field administrator for the TVA comes to rural Tennessee to oversee the building of a dam on the Tennessee River. In Paris, the shy bureaucrat Trelkovsky rents an old apartment without bathroom where the previous tenant, the Egyptologist Simone Choule, committed suicide.
