Small-time crook Nick Bianco gets caught in a jewel heist and despite urgings from well-meaning district attorney D'Angelo, refuses to rat on his partners and goes to jail, assured that his wife and children will be taken care of. Learning that his depressed wife has killed herself, Nick informs on his ex-pals and is paroled. When a body is found in the New Orleans docks, it's pretty obvious that he died from gun shot wounds. The police surgeon notices that the man is also displaying other symptoms and Lt. Commander Clint Reed, a doctor with the U.S. Public Health Service, diagnoses a highly contagious disease, pneumonic plague. He tries to convince local officials to find everyone who may have been in contact with the dead man. The Mayor supports his efforts but many, including the police, are doubtful. Reed wants to avoid publicity so as not to panic the public. They have little information to go on - they don't know the dead man's identity - and Reed estimates they have 48 hours before disease begins to spread. With police Capt. Tom Warren going through the motions, Reed sets out to find the killers.

On a crowded subway, Skip McCoy picks the purse of Candy. Among his take, although he does not know it at the time, is a piece of top-secret microfilm that was being passed by Candy's consort, a Communist agent. Candy discovers the whereabouts of the film through Moe Williams, a police informer. She attempts to seduce McCoy to recover the film. She fails to get back the film and falls in love with him. The desperate agent exterminates Moe and savagely beats Candy. McCoy, now goaded into action, confronts the agent in a particularly brutal fight in a subway.

The Pooles are unable to have a baby after years of trying. They apply to the Rock-A-Bye Adoption Agency, and are assigned Miss Novick as an investigator. Through a farfetched mis-communication she gets a very bad impression of Augie Poole and indicates her report will be unfavorable. Through even more far-fetched circumstances, Augie is able to change Miss Novick's mind, and later comes to believe the baby she is carrying is his. Rock-A-Bye does find the Pooles a baby, and Augie is convinced it is Miss Novick's, and that he is the real father...so much so that his wife comes to believe it, too. She threatens to leave him, but all the misunderstandings are finally cleared up for a happy ending.
