What if extensions carried the grudge of the individual to which the hair originally belonged and started attacking people wearing it at random? Customs agents discover a huge amount of human hair used as materials for 'hair extensions' along with the dead body of a young girl with a shaved head. With the corpse being soon transported by the police, the results of the autopsy determine that the woman's internal organs have been harvested. The possibility is pointed out that she was kidnapped in some foreign country and was a victim of black market human organ racketeering ring. A sinister, fearless smirk comes over Yamazaki (Ren Osugi), the morgue night watchman. Yuko (Chiaki Kuriyama) is a young wannabe hair stylist apprenticing at the Gilles de Rais hair salon. After working late each day, after returning home, she tirelessly practices her skills on head mannequins with wigs. One day, her sister, Kiyomi, forcibly entrusts her eight-year-old daughter, Mami, to Yuko. For some reason, Mami is abnormally timid and frightened and has several wounds on her body from abuse. Meanwhile, Yamazaki cuddles up with the corpse of the girl he stole from the morgue which now occupies his room. Hair has become to grow from her head once again, not only from her head but from where her organs were removed: the scars of her stomach and even her empty eye socket. Later, Yamazaki shows up at Yuko's salon with Mami who got lost looking for Yuko. Yamazaki takes one look at Yuko and is captivated by her lovely flowing hair...

Sumida and his schoolmate Keiko are 14 year old school kids living a dystopian existence where each of their parents' hopes and encourages them to die. Set in tsunami-hit areas of Japan about May 2011, which is used as a backdrop, the story follows roughly that of the manga of the same name wherein Sumida fights frequently with his father, is abandoned by his mother and tends to reject friendly advances of others. Eventually, he kills his father and then, assuming his life is ruined, attempts to improve society by killing "bad" people. Although not immediately obvious, what instead happens is that he attacks psychotic and violent characters, while he instead learns from Keiko and the Yakuza and people who befriended him that he himself has become "sick", eventually breaking free of the cycle of violence, but without a complete resolution of the issues raised during the movie before its end.

In an alternate Japan, territorial street gangs form opposing factions collectively known as the Tokyo Tribes. Merra, leader of the Wu-Ronz tribe of Bukuro joins forces with heavy hitting sadistic gangster Buppa of Buppa Town. With Buppa's support, Merra aims to initiate a gang war between the Wu-Ronz and the Musashino Saru, and in a confrontation between the two attempts to kill popular member of the Musashino Saru - Kai. By mistake, Merra instead kills Kai's friend Tera (a Musashino Saru member beloved by members of all Tribes since before their formation). This leads to the joining of forces between all of the Tokyo Tribes in an all out war against Merra and Buppa's forces.
