David Charleston, once a world renowned journalist, now lives alone maintaining the Thunder Rock lighthouse in Lake Michigan. He doesn't cash is paychecks and has no contact other than the monthly inspector's visit. When alone, he imagines conversations with those who died when a 19th century packet ship with some 60 passengers sank. He imagines their lives, their problems their fears and their hopes. In one of these conversations he recalls his own efforts in the 1930s when he tried desperately to convince first his editors and later the public of the dangers of fascism and the inevitability of war. Few would listen. One of the passengers, a spinster, tells her story of seeking independence from a world dominated by men. There's also the case of a doctor who is banished for using unacceptable methods. David has given up on life but the imaginary passengers give him hope for the future

Lilli Palmer owns and runs a school for wayward girls in France. Her absolute discipline has fostered a social order among the girls with rampant sex, lesbianism and torture the norm. Noel Holcroft is a foreign-born American citizen working in New York as an architect. In Geneva he meets with a respected Swiss banker who tells him he has been designated to be executor of a huge 4 1/2 billion dollar trust fund designed to make reparations for the war crimes of the Nazis. Holcroft's father, who committed suicide in 1945, was a key Hitler financial advisor who became conscience-stricken about German war atrocities, turned against the Fuehrer, and covertly diverted Nazi funds to a secret Swiss account. Under the terms of the covenant Holcroft must locate the sons of his father's two associates so they can jointly activate their fathers' account. They battle the sinister forces seem to be trying to prevent them from signing the document as it is believed that it will be used to establish a Fourth Reich.
