KGB agent Major Valeri Petrofsky has been reassigned at the request of the KGB Chairman for a secret mission wherein he is sent to England to establish a residence near an American military base and receive various items from couriers from the USSR. John Preston is the top British spy catcher, currently at odds with his superior because he doesn't lick his boots. After he conducts an operation without his superior's permission caused his superior some embarrassment, he is reassigned to the menial task of overseeing airports and ports. One day one the couriers Petrofsky was expecting comes off a freighter has an accident which leaves him dead. Preston is informed by the pathologist that the man is not a seaman so Preston goes through his things and finds that he was carrying something which he is told is an atomic bomb component. Preston now suspects that someone is bringing in parts for an atomic bomb, his superior doesn't want to let Preston be proven right so he doesn't authorize further action and suspends Preston. But a man who works with intelligence approaches Preston saying he might be right because a sleeper transmitter went active twice once probably to alert Moscow that he is in place and the second sent after the man's death probably to inform that the component he was delivering wasn't received. So the man offers to let Preston find the man who is bringing in the bomb. And back in the USSR, Petrofsky's boss is so disgruntled that Petrofsky and so much of his department's resources are being taken by the Chairman for his op, that he calls his old friend, the Vice-Chairman of the KGB, to find out what's going on because he believes that the Chairman wouldn't be able to do any of these things without his friend's input. But his friend is just as incredulous as he is. So he tries to find out what the Chairman is up to.

Undercover FBI agent Gracie Hart shows no signs of having any femininity in her demeanor or appearance. Generally a bright and capable agent, she is in trouble at work when she makes an error in judgment in a case which results in a near disaster. As such, one of her by-the-books colleagues, Eric Matthews, who has never shown any inclination of thinking outside the box, is assigned to lead the high profile case of a terrorist coined The Citizen instead of her, while she is facing possible disciplinary action. Gracie pieces together the evidence to determine that The Citizen's next target will be the Miss United States beauty pageant. The pageant represents everything that Gracie abhors. Despite Gracie's mannish demeanor, Eric, with no other undercover female agent remotely fitting the demographic, assigns her to go undercover as a pageant contestant to see if she can flush out The Citizen, who is perhaps one of the other contestants. Although the pageant administration, led by former winner Cathy Morningside and long time host Stan Fields, provide the FBI with access to the pageant, Cathy in particular is less than thrilled to have a non-credible Gracie posing as a contestant which she feels will ruin the pageant. The FBI enlist the assistance of former pageant contestant coach Victor Melling, who is facing his own disgrace associated with the pageant, to do the near impossible task of transforming Gracie, not only into a woman, but a credible beauty pageant contestant. As Gracie proceeds in the transformation, she gets to know the other contestants, not only as potential criminals, but also as real people. She also discovers that another sinister element is present at the pageant. She will do whatever it takes to quash that element and protect her new friends, namely the other innocent contestants. But now displaying some femininity, Gracie begins to have more womanly feelings herself and in turn attracts the attention of men, one in particular about who she is happy.

British Thomas Fowler enjoys his life in Saigon working as a reporter for the London Times, covering the conflict in Vietnam between the colonial French powers and the communists, who seem to be winning the war. In the later stages of his career, he takes his job lightly now, filing stories only on occasion, and no longer doing field work. But most important, this posting allows him to escape from what he considers a dreary life in London--including an unsatisfying marriage to a Catholic woman, who will never grant him a divorce--which in turn allows him to have an affair with a young Vietnamese ex-taxi dancer named Phuong, whom he loves and would marry if he were able. Phuong's sister doesn't much like Fowler if only because Fowler cannot provide a stable future for her. His idyllic life is threatened when head office suggests he go back to London. In this way, he decides to write a major story to prove to his superiors that he should stay in Saigon. In 1952, Fowler is called into the local police inspector's office to provide any information on his friend, thirty-ish American Alden Pyle, who has been found murdered. Fowler had met Pyle the previous year when he arrived in Vietnam to work as part of the American contingent in the Economic Aid Mission. Fowler and Pyle's relationship was not always harmonious, initially as Pyle admitted he too was in love with Phuong and wanted to marry her. That antagonistic relationship would extend to their professional lives, around Fowler believing that the story that would allow him to stay in Vietnam was the rise of a man named General Thè, and Pyle's belief that a third power should come in to take over Vietnam from both the French and the communists. The question becomes whether Fowler knows more about Pyle's demise than he lets on to the inspector.
